Paula Scarfone
BOARD MEMBER

Paula Scarfone is a board member of Mobilize Frederick, where she advances community-based climate solutions through strategic communications, organizational development, fundraising, and community programming.
Throughout her career as a strategic communications leader, she has developed and executed integrated marketing, public relations, and stakeholder engagement strategies that strengthen partnerships, build community support, and achieve mission-driven goals. Her focus has included environmental sustainability, public health, and science, technology, engineering, and mathematics education.
She has collaborated with federal agencies, municipalities, educational institutions, and nonprofit organizations to lead grant-funded initiatives, media relations, workforce development programs, and public outreach. Her expertise includes strategic planning, brand development, and coalition building.
Paula was co-owner and Director of Marketing and Human Resources at Oasis Design Group, a sustainability-focused landscape architecture design firm. She guided corporate communications, branding, proposal strategy, and business development for nationwide projects including wetland restoration, stormwater management, and community gardens.
She expanded STEM advocacy and volunteer recruitment with FIRST Chesapeake and the Partnership and Inspiration for Engineering Education and Entrepreneurship, helping secure funding and organize community robotics events. She also supported federal public health initiatives as Strategic Communications Lead at The Bowen Group. Earlier, as Media Relations Manager at Hood College in Frederick, Maryland, she led institution-wide media relations and served as a primary spokesperson.
She holds a master of science in environmental biology from Hood College, where she conducted research on the Monocacy River watershed, and a bachelor of science in journalism/public relations and bachelor of arts in liberal arts, both from West Virginia University.
